Failure by China and ASEAN to reach agreement to open talks in September aimed at cooling tensions and peacefully settling rival territorial claims between Beijing and some ASEAN states in the South China Sea reflects rising U.S. "strategic pressure" against the emerging powerhouse, Chinese scholars suggest.
